Provides professional expertise and assist administration of a variety of therapeutic modalities an! d training programs in the field of mental health.

This is a job progression of two job levels, designed to provide progressively more responsible and independent work experiences to participants as part of the overall assessment of their ability and capability. Promotion between job levels is based on performance on prior assignments, the demonstrated ability to successfully handle more progressively responsible assignments and one year additional experience post-attainment of valid Alaska licensure.

Performs assessment and treatment for a wide range of mental disorders using current modalities of treatment, including individual, group, family, and child therapies, case management, & wrap around services as needed.

  • Obtains complete and accurate information in a courteous, respectful and culturally sensitive manner in order to determine a diagnosis and appropriate treatment plan.
  • Assesses the treatment needs of the clients, and designs and implements various treatments indicated to best meet client needs.
  • Participates in presenting client reviews to a multi-disciplinary team and accepts and provides feedback regarding clinical issues.
  • Establishes and maintains liaison with other related professional ! services within the organization to ensure that all clinical requirements are provided for clients.
  • Works with other staff to ensure that appropriate diagnostic evaluations and treatment plans are achieved in order to provide highest quality of care for the client.
  • Advises clients and family members in methods that facilitate a capacity for self-care and a movement towards a healthcare partnership between the healthcare providers, the clients, and their families.
  • Participates in on-call coverage for care of clients with emergent psychiatric needs.
  • Prepares and maintains records and statistics; contribute to quarterly reports, quality assurance, policy development, grant applications and other paperwork.
  • For clinicians working on the Urgent Response team, assessment will focus on stabilizing the client long enough to determine the proper treatment plan and/or refer the client to the appropriate provider.
Provides profes! sional expertise and participates in the administration of a variety of! therapeutic modalities and training programs in the field of mental health.

  • Provides consultative services to staff, departments within SCF and other locations on mental health issues as directed.
  • Provides input on mental health policies, procedures, and programs to improve the health of the community served.
  • Devises and proposes changes and innovations to achieve more effective working relationships and improve performance and services provided and connections with other departments.
  • Develops educational, training materials and conducts sessions or disseminates information to medical and nursing staff and others on recent advances in the field.
  • Adheres to agency policy regarding documentation and medical records procedures.
  • Fulfills requirements for client reimbursement including obtaining prior authorization, continued care authorization and billing documents.
Delivers case management and supportiv! e services to clients.

  • Manages crisis situations (obtaining clinical support as needed) and seeks resources to aid clients.
  • Assists, leads, or co-leads client case conferences and client support or counseling groups.
  • Provides and assists in the management and service delivery of a full range of services including individual case management in the appropriate areas for clients served.
  • Coordinates services with external agencies to establish rapport and cooperation with other program agencies as indicated in the treatment plan and as directed by the Clinician in charge.
  • Works with the members of treatment team (internal and, where appropriate, external), including mentors, educational and vocational instructors, clinical staff, etc., to further the goals of the individual educational and/or treatment plans.
  • Develops and maintains a trusting and partnering relationship with assigned clients in order to assist in th! e success of the treatment plan.
  • Assists in providing a progra! m atmosphere that develops positive self-esteem and pride by incorporating Native culture and heritage into daily activities.
  • Advocates on behalf of clients through community resources to strengthen support and ancillary services available to them, as assigned by the program manager.
  • Contributes to program’s monthly report, to include data activity and statistical reports as needed or required by grant.
Functions as a member of the treatment team.

  • Attends staff meetings, training sessions, and planning and problem solving sessions.
  • Participates in regularly scheduled individual and group supervisory sessions.
  • Assists in program development and other departmental projects.
Works in coordination with management to develop and implement a quality assurance program.

  • Monitors the quality of care being delivered.
  • Chart reviews completed on a regular basis.
  • Abides by p! olicies, procedures and bylaws.
Consistently utilizes professional communication and conflict resolution skills with clients and staff.
Maintains documentation in compliance with State, Federal, Professional and Ethical guidelines.
Effectively coordinates with multi-disciplinary team and SCF providers in accomplishing goals/objectives of treatment plan.
Knowledge of assessment techniques, diagnosis, and treatment of psychiatric disorders in children, adolescents, and adults.
Knowledge of and experience providing DSM-IV diagnoses.
Knowledge of sexual abuse and domestic violence issues.
Efficiently and effectively manages multiple clinical tasks.
Develops strong interpersonal relationships and works as an effective team member within a department which is focused on team building.
Assists clients in assuming self-care and to provide clients and family members with appropriate information regarding home care.
Knowledge of 1974 Pri! vacy Act is required as use of customer-owner record is an integral par! t of the position and privacy of individuals must be protected to the fullest. Also full understanding of Federal laws governing confidentiality for clients requesting substance abuse services.
Exhibiting empathic interpersonal relationships is a priority for this position since the perception of the customer-owner must be that the staff is interested in attending to their needs.
Works easily and in a friendly manner with the general public and occasionally handles the hostile or disgruntled customer-owner.
Evaluates suicidal individuals or individuals in crisis and manages their safe disposition.
Maintains quality, safety and infection control standards.

22. Performs comprehensive clinical assessments of population served.

23. Develops treatment plans based on assessment information that are documented appropriately, including identified goal(s), behavioral/psychological problem statement, measurable objectives and estimated time frames fo! r achievement.

24. Utilizes assessment information and collateral information to conceptualize client psychopathology.

25. Accurately and routinely utilizes the DSM IV TR and assessment information to accurately diagnose individuals treated.

26. Independently produces professional and accurate written work (assessments, treatment plans, documentation, discharge summary reports) with minimal supervisory correction or editing.

27. Presents Clinical presentations at clinical review meetings.

28. Utilizes different therapeutic modalities including group therapy, individual, child, family, couples counseling, family support services and wrap around services.

29. Independently develops, coordinates and facilitates psycho-educational classes, groups and client activities as relevant to treatment plan/program.

30. Demonstrates expanding capability to be self-directed in the management of responsibilities.

31. K! nowledge of and experience with a broad repertoire of psychotherapeutic! skills from a variety of theoretical perspectives e.g. play therapy with children, cognitive behavioral and psychodynamic therapy with adults, psychoeducational therapy and family therapy. Group therapy experience and documented individual therapy skills are essential.

32. Precepts and instructs health care providers at various levels.

Additional Responsibilities for Clinician II: Meets all requirements of Clinician I in addition to the following:

1. Serves in capacity of “lead” clinician or serves as a resource on mental health/treatment issues for program staff.

2. Plans, develops and facilitates trainings on specific mental health/treatment approaches for program staff.

3. Facilitates Clinical and Treatment Reviews for program.

4. Makes independent decisions/problem solves on issues of intervention strategies and crisis interventions.

5. Trains ! staff on use of therapeutic models, investigates new models and determines applicability for clients/program served.

QUALIFICATIONS:
SCF programs are established for the purpose of serving a primary population comprised of Alaska Natives who are affiliated with the Cook Inlet Region Inc. (CIRI), and Alaska Natives and American Indians within SCF’s geographical service area. Employees should have a thorough understanding of the cultures and the needs of the CIRI members, and of the general culture and needs of Alaska Natives and American Indians. Such knowledge is critical in order to ensure the achievement of the mission and vision of SCF: working together with the Native community to provide the best services with Native staff who value the family and family wellness as the heart of the Native community.

Master’s degree in mental health field including; social work, counseling or psychology.

Additional Qualifications for Clinici! an II: Meets all requirements of Clinician I in addition to the fol! lowing:

Two (2) years of supervised clinical work experience at level I.
Trained in behavioral medicine and health psychology concepts.
Trained in social, systems and familial aspects of psychological and medical conditions.
Credentialed Alcohol and Substance Abuse Counselor (CASAC) certification or a Certified Social Worker (CSW) certification preferred.
Exposure to and training in evidence based procedures for complicated conditions, such as severe depression and obsessive compulsive disorder.
Experience in providing group psychotherapy or psycho-education for a variety of conditions.
