More details about this job opportunity please read the description below. The Department of Health and Social Services is recruiting for a Medical Assistance Administrator IV.
The position will primarily serve as a lead business systems analyst and unit supervisor for the Division of Health Care Services Systems and Analysis Unit. The incumbent will coordinate, monitor, communicate, and test MMIS systems processing outcomes with the contractor and Department stakeholders.
The primary position responsibilities include coordination and conducting design analysis, syste! ms analysis and testing of changes to the Alaska Medicaid clai! ms processing system with particular emphasis in functional areas of service authorization, claims processing and payment. The position will supervise staff having responsibilities in these functional areas, and will conduct second level review of work performed by subordinate unit staff. The position will serve as a unit subject matter expert on health payer industry standards, and Medicaid billing and processing standards.
The position will be responsible for:
Performing Medicaid program analytical support to assure program standards are appropriately operating within the claims payment system.
Performing management and coordination duties on special projects.
Providing Medicaid lead business systems analyst services to assure timely and accurate implementations of Federal and State mandates, executive branch initiatives, and regulatory program actions.
Conducting design analysis, oversight and testing of Medical Assistance information proc! essing system development and maintenance activities.
Oversight of contractor activities involving system impacts.
Monitoring health payer industry standards and laws to identify impacts to Alaska Medicaid. The successful applicant must have demonstrated experience leading a team in conducting design analysis, system analysis and testing modifications for a claims processing system. The individual must have knowledge, skills, abilities and experience working both independently and interdependently to analyze design concepts and system modifications for thoroughness, accuracy and Medicaid compliance. The individual must demonstrate experience, skills and abilities in successful, positive collaboration with multi-functional areas to assess business needs and communicate technical design concepts.
The following demonstrated knowledge, skills, abilities and experience must be supported in your cover letter and application:
Expert knowledge in Alaska Medicai! d MMIS claims processing standards.
Detailed, comprehensive and tec! hnically-oriented skills in conducting review of system testing documents, audit trails, system output reports, and similar documents.
Expert knowledge in Alaska Medicaid provider billing and payment standards.
Strong working knowledge of health payer industry standards including HIPAA transaction sets.
Highly skilled in software applications including MS Word, Excel, Access, Outlook, Power Point, and decision support systems.
Excellent technical writing skills with demonstrated ability to effectively communicate highly technical concepts to non-technical business associates.
Verifiable effective communication skills presenting complex ideas or data, both verbally and in writing, in a clear, logical, precise and professional manner.
Skilled in project leadership/coordination.
Work history that demonstrates excellent skills and experience leading a team of analysts in defining business rules, conducting design analysis, and performing quality assu! rance review of design changes to a processing system.
Job history confirming excellent interpersonal, organizational, analytical, detail-oriented and teamwork-oriented skills, as well as the ability to maintain the confidentiality of information.
Work history that demonstrates, verifiable by references, the ability to take initiative and to find new ways to improve work tasks with limited supervision.
Minimum Qualifications:
A Bachelor's degree or the equivalent from an accredited college in public health, health sciences, health education, nursing, medical social work, health services administration, public administration, business administration or a closely related field.
AND EITHER
1. One year of experience equivalent to a Medical Assistance Administrator III with the State of Alaska;
OR
2. One year of management level experience with responsibility for supervising and directing multiple, integrated health services programs w! hich include Medicaid or medical assistance elements. This is comparabl! e to Health Program Manager III with the State of Alaska.
Substitution: Additional technical/paraprofessional experience working with health care practices, services, delivery systems, terminology, financing, business practices and operations; or medical/public assistance program and eligibility requirements; or health care evaluation and processing may substitute for the education on a year-for-year basis.
Special Note:
Qualifying experience at each level in this series which would provide the needed knowledge of health care and medical assistance services, programs, delivery systems and/or business practices, terminology, operations, financing, etc. may be gained in a variety of situations under numerous working titles. Examples of such work experience would include any health care professional; health insurance claims processing supervisor or investigator; health educator, researcher or planner; and positions which determine and interp! ret health insurance policy coverage. Within the State of Alaska, job classes to consider would include Eligibility Technician II, Eligibility Quality Control Technician I, Public Assistance Analyst I, Health Program Associate, Health Program Manager I or Health and Social Services Planner I.
Some positions may require specialized training and background, such as a Registered Nurse.
