The Emergency Medical Services (EMS) Unit of the Section of Emergency Programs, Division of Public Health is recruiting for the position of Health Pr! ogram Manager II in our Juneau office.
The main purpose of this position is to develop and implement program objectives for the effective delivery of Emergency Medical Services (EMS) statewide. The position manages several of the EMS Unit’s programs while facilitating the delivery of the EMS Unit’s training and certification program objectives through support of and collaboration with other EMS Unit staff.

We are seeking an individual with the following preferred experience and knowledge (please document your experience in your cover letter) :
Experience as an Emergency Medical Technician or other credentialed health care provider.
Experience in program planning, implementation, and assessment.
Experience in the development and interpretation of policies, procedures, and standards.
Experience in developing and implementing technical training.
Experience collaborating with stakeholder groups.
Familiarity with quality control and confi! dentiality in health care systems. Other preferred skills and ! attributes include:
A high level of initiative and attention to detail.
Excellent written and oral communication skills.
Ability to work under minimal supervision.
Ability to work in a dynamic team environment.
Competence in the use of Microsoft Office products including: Outlook, Word, Excel, Access, PowerPoint, Moodle, and SharePoint (or comparable system).
Ability to interpret federal and state laws and regulations related to public health and EMS. Key responsibilities include the following:
Managing ambulance certification and quality control programs.
Providing technical assistance to EMS Medical Directors, stakeholders, and health care providers.
Representing the EMS Unit as liaison to the Governor’s Alaska Council on EMS and the EMS Regional Code Blue Program Committee in the coordination and distribution of funding for essential EMS equipment.
Managing the Alaska Comfort One and Hepatitis B Vaccine Programs.
Devel! oping and implementing EMS-related training through online learning platforms (eg. Moodle).
Providing technical assistance to staff in developing content on the EMS Unit’s website and SharePoint sites. Preparing EMS reports and publications. **Classification Study Notice**
This position is currently undergoing review as a part of the Public Health Specialist job class study and therefore both the title and the pay range assigned may be subject to change upon the completion of the study.

Minimum Qualifications:
A Master's degree from an accredited college in health, public health, behavioral health, health care services, health practice, senior health care, developmental disabilities, health sciences, health care administration, or a closely related field.
AND
One year of advanced professional level experience performing health program planning, development, coordination, evaluation or implementation, technical health care assistance and! consultation, health care utilization or quality assurance examination! , and/or health care service delivery.
Examples of qualifying State of Alaska job classes are Health Program Manager I, Nurse III, Nurse III (Psychiatric), Public Health Nurse III, Nurse Consultant I, Health and Social Services Planner I, Medical Assistance Administrator II, Mental Health Clinician II, Developmental Disabilities Program Specialist II, Social Worker III, Social Services Specialist III, Children’s Services Specialist III, Program Coordinator, Project Coordinator or Associate Coordinator (w/ health focus).

Substitution:
A Bachelor's degree from an accredited college in biological, health or behavioral science; health practice; education; or public or business administration.
AND
Two years of advanced professional level experience performing health program planning, development, coordination, evaluation or implementation, technical health care assistance and consultation, health care utilization or quality assurance examination! , and/or health care service delivery.
OR
Graduation from a diploma or Associate degree school of nursing accredited by the National League for Nursing
AND
Four years of advanced professional level experience performing health program planning, development, coordination, evaluation or implementation, technical health care assistance and consultation, health care utilization or quality assurance examination, and/or health care service delivery.
